From NCSoft:The ninth free update to City of Heroes, Issue 9: Breakthrough, contains some sweeping changes to the CoH universe. Positron (Lead Designer Matt Miller) discusses them with GameSpot. Positron talks more about the upcoming invention system and the consignment houses.
