Roma Victor, the new Rome-based MMORPG, has an interesting way of dealing with the worst offenders. They crucify them. Literally hang them nailed to a cross for everyone to see. You can head on over to MMORPG.com to see it for yourself. This is surely going to get a few disapproving clucks.
